Mahayuti Power Dynamics: The Maharashtra political landscape has once again turned tumultuous as Devendra Fadnavis took oath as the Chief Minister for the third time. While the Mahayuti alliance comprising BJP, Shiv Sena (Shinde faction), and NCP (Ajit Pawar faction) secured a resounding majority in the 2024 Assembly elections, the lackluster oath-taking ceremony revealed the cracks within the coalition. Eknath Shinde, relegated to the role of Deputy Chief Minister, has refused to bow down, asserting his political clout. Meanwhile, Ajit Pawar, another Deputy CM, waits strategically in the wings. The challenges for Fadnavis in steering this alliance are mounting, with power tussles threatening to overshadow governance.

The Turbulent Rise to Power
The 2024 Maharashtra Assembly elections delivered a massive mandate for the Mahayuti alliance, securing 230 out of 288 seats. However, what should have been a celebratory oath-taking ceremony on December 5 was overshadowed by the internal strife among the alliance partners. While BJP emerged as the dominant player with 132 seats, Shiv Sena (Shinde faction) and NCP (Ajit Pawar faction) brought 57 and 41 seats, respectively, to the table.
The key contention lay in the battle for the Chief Minister’s chair. Despite Eknath Shinde’s claims that the alliance’s victory was achieved under his leadership, BJP’s high command remained firm. Shinde lobbied hard for the CM post or at least a six-month tenure, but BJP rebuffed his requests. Ultimately, Devendra Fadnavis was nominated as CM, relegating Shinde and Ajit Pawar to Deputy CM roles. Shinde’s demand for the Home Ministry was another sticking point, which BJP outright rejected.
Fadnavis’ Challenges Begin
The initial days of Fadnavis’ tenure indicate that running the Mahayuti government will not be easy. Shinde has made it clear that he will not play second fiddle quietly. By positioning himself as the “high command” of his faction, Shinde’s assertiveness is bound to challenge BJP’s dominance. On the other hand, Ajit Pawar’s growing influence and control over the Finance Ministry may further complicate matters.
Maratha Reservation: A Political Minefield
One of the most pressing issues for the new government is resolving the Maratha reservation crisis. The Supreme Court’s rejection of the previous government’s reservation policy citing a constitutional cap of 50% has reignited unrest among the Maratha community. Manoj Jarange’s protests have added fuel to the fire, making it a litmus test for Fadnavis.
Fadnavis’ earlier attempt to provide 16% reservation during his previous term ended in legal setbacks. The Shinde government’s move to include Marathas in the OBC category has also faced resistance, risking alienation of established OBC voters. Navigating this sensitive issue without eroding BJP’s traditional vote base will be a daunting task.
Economic Balancing Act
Maharashtra’s status as India’s richest state comes with its own set of expectations and pressures. The BJP’s promise to increase the “Ladki Behen Yojana” benefits from ₹1,500 to ₹2,100 poses a significant financial strain. With Ajit Pawar handling the Finance Ministry, Fadnavis must strike a delicate balance between delivering welfare schemes and maintaining fiscal discipline to avoid a Himachal Pradesh-like economic situation.
The Battle for Cabinet Berths
The ongoing tussle for cabinet portfolios threatens to further destabilize the government. Shinde’s insistence on key ministries, including the Home Ministry, reflects his unwillingness to take a backseat. BJP’s reluctance to concede such critical portfolios stems from its aim to maintain control. However, with Ajit Pawar biding his time and leveraging his position, BJP may find itself cornered.
The delay in portfolio allocation is indicative of deeper rifts within the alliance. Shinde’s faction, already weakened by defections, risks losing relevance without significant representation in the cabinet. On the other hand, BJP must tread carefully to ensure its dominance without alienating its allies.
Power Dynamics in Mahayuti
The uneasy alliance among the three factions underscores the larger power struggle. Shinde’s Shiv Sena, once a breakaway faction, faces an existential crisis without significant power. BJP, while dominant, risks overreliance on Ajit Pawar, whose loyalty remains uncertain. The realpolitik of Maharashtra suggests that power-sharing arrangements will dictate the stability of this government.
Shinde’s defiance during the oath ceremony, Ajit Pawar’s calculated moves, and BJP’s firm stance on the CM post highlight the complexities of coalition politics. Fadnavis, despite his experience and political acumen, faces the daunting task of balancing competing interests while delivering on the alliance’s promises.
Devendra Fadnavis may have returned as Maharashtra’s Chief Minister, but his challenges have only just begun. With an assertive Eknath Shinde unwilling to concede ground and Ajit Pawar strategically strengthening his position, Fadnavis must navigate a minefield of political egos and public expectations. The next few months will test his leadership as he strives to ensure the Mahayuti alliance survives its internal discord and delivers on its promises to the people of Maharashtra.
