Assam Administrative Staff College observes National Civil Services Day

The National Civil Services Day 2026 was observed on Tuesday at the Assam Administrative Staff College. The programme was organised by the Government of Assam’s Personnel Department and the Administrative Reforms, Training, Pensions and Public Grievances Department (ARTP&PG). Dr Ravi Kota, Chief Secretary, Assam attended the programme as the keynote speaker.

 In his address, the Chief Secretary highlighted the significance of Civil Services Day as an occasion for reflection on the role of civil servants in governance. He stated that the civil services were envisaged by the framers of the Constitution as an institution to ensure unity, integrity and continuity in governance. Referring to the constitutional framework relating to civil services, he emphasised that the system is based on the principles of merit, neutrality, institutional integrity and accountability.

He referred to the views of Sardar Vallabhbhai Patel on the importance of an independent and impartial civil service for maintaining national unity. He also referred to the contributions of BR Ambedkar in establishing a rule-based and merit-oriented system through institutions such as the Public Service Commissions.

He further stated that civil services function as an integrated system in which all roles are interdependent. Special Chief Secretary MK Yadava, Additional Chief Secretary to the Government of Assam Mukesh Sahu, Principal Secretary to the Government of Assam GD Tripathi, Commissioner & Secretary to the Government of Assam MS Manivannan, along with a host of senior officials were present.
