CG News: Officers and employees stationed at the same location for three years to be transferred; GAD issues order.

Raipur. Officials and employees in Chhattisgarh who have been stationed at the same location for an extended period will be transferred. Avinash Champawat, Secretary of the General Administration Department, Government of Chhattisgarh, has issued an order to this effect. According to the order, officials and employees—ranging from those in the Secretariat to those in Collector’s offices—who have been working at the same location for three years will be reassigned. If retaining someone in their current position is deemed essential, the reason for doing so must be provided.

The order notes that certain officials and employees posted across various state departments, offices of Heads of Departments, Divisional Commissioner offices, Collector’s offices, and subordinate offices have been working at the same location or on the same work desk for a long time. To enhance employees’ capabilities and foster their overall development, it is essential that they gain practical experience in all types of office functions while on the job. This familiarity with various work processes, rules, and office systems leads to a continuous improvement in their proficiency and operational efficiency. Therefore, employees should be provided with opportunities to participate in various tasks and receive training periodically to effectively achieve this objective. Consequently, with the aim of ensuring transparency, accountability, operational efficiency, and good governance in administrative functions, the State Government has taken the following decision:

The work assignments (desks) of officials and employees posted in all state departments, offices of Heads of Departments, Divisional Commissioner offices, Collector’s offices, and subordinate offices must be mandatorily changed every three years.
Due consideration must be given to administrative requirements, the nature of the work, and the interests of the office when reassigning work desks.
In special circumstances, if it is necessary to retain an official or employee at the same work desk, this may only be done following the written and reasoned approval of the competent authority.
All Heads of Departments and Heads of Offices shall ensure the timely and effective compliance with the provisions of this circular.
Necessary records and details regarding the change of work desks must be maintained at the office level.
