Mungeli: Mungeli Collector Amrit Vikas Topno has taken the initiative to ensure punctuality and accountability in government operations. A system of imposing monetary penalties is being effectively implemented to ensure that pending tasks at the district level are completed within the stipulated timeframes. Notably, the Collector has even imposed a penalty on himself for delays regarding matters concerning his own office.
Collector Amrit Vikas Topno stated that public service is the administration’s priority. Directives have been issued—including from the government and the Chief Minister—to resolve demands and grievances received in the districts within set time limits. Furthermore, it is mandatory to complete tasks covered under the Public Service Guarantee Act within the prescribed period.
He explained that there is a provision under the rules to impose a penalty if an officer or employee fails to complete work within the deadline or acts negligently. This system is being effectively implemented in Mungeli district, and penalties have already been imposed on officials from certain departments who failed to complete tasks on time.
The Collector revealed that work on three files related to his own office had also not been completed within the stipulated timeframe. In light of this, he imposed a penalty on himself in accordance with the rules and deposited the amount. He maintains that rules apply equally to everyone in government service and that no one should receive special exemptions based on their position.
Collector Amrit Vikas Topno stated that if any task remains incomplete within the set time at his level, he too should be subject to the same penalty system. By taking action against himself, he has sent a message to officials and employees regarding the importance of timely work completion and the uniform observance of rules.
