Bihar Paper Leak Scandal: 10 Papers in 12 Years, 545 Arrests – Mafias Thrive, EOU Stands Helpless!

Bihar Paper Leak: In the last 12 years, 10 cases of paper leak have been reported in Bihar, in which 545 people have been arrested. However, the EOU is still empty handed.

Bihar Paper Leak Scandal: Bihar is not only a state of IAS-IPS, but also a sea of ​​masterminds of paper leak. Before the paper is distributed in the exam hall, the paper reaches the candidates with Jugaad, due to which lakhs of candidates have to suffer. Recently, the 70th BPSC exam was held, where the paper was cancelled due to a ruckus at a centre in Patna. However, the date of when the paper will be held again has not been decided. But this is not the first case of paper leak. If we look at the last 4 years, there is hardly any paper in which there has been no fraud.

10 papers leaked in 12 years

On Monday, DIG of Economic Offenses Unit, Manavjit Singh Dhillon said that since 2012, 10 cases of paper leak are being investigated. 545 people have been arrested and the investigation is ongoing. If we leave aside UPSC and IIT exams, question papers of other exams held in the state like BPSC, teacher recruitment or constable recruitment are released before time and some candidates pay a huge amount in return.

Everything from computers to servers will be checked

Manavjit Singh Dhillon said- 10 paper leak cases have been investigated from 2012 till now. 545 accused have been arrested in this. Charge sheet has been filed against 249 accused in which. Model Act 2024 was brought in view of paper leak cases in Bihar, after which CHO paper leak case came to light. In this case, sections have been imposed on the accused under this Act.

EOU is providing consultancy to the agencies which conduct exams on behalf of Bihar government. Now EOU will inspect the online centres before the commencement of the exam. Everything from the computer to the server will be inspected. If the institute or centre conducting the exam is found to be involved in the paper leak case, then their movable and immovable property will also be confiscated.

PMLA Act is in force in Bihar since 2005. In the last 10 to 12 years, whatever paper leak cases have come to light, the people who have been involved in them in an organised manner. The property of these people will be confiscated.

Data base of 170 accused is ready

Dhillon said that a database of 170 accused involved in the leaked question papers has been prepared so far. Apart from Bihar, profiles have been prepared by taking details from Uttar Pradesh, Jharkhand, Haryana, Gujarat and Maharashtra police. This includes public servants and non-public servants. A case will be registered against a public servant under the PC Act. Whereas, in the cases of non-public servants, action will be taken under the new model act.

Big racket of paper leak mafia in Bihar

Before BPSC, the NEET UG paper leak case had heated up a lot. When the investigation of the case was started, the wire was linked to Bihar. Many people were arrested in this case. During the investigation, it was found out how the paper leak mafia is working in Bihar. The connection of the exam mafia is spread in many states including Jharkhand, UP, Gujarat, Maharashtra, Madhya Pradesh and Rajasthan. These mafias have complete information about the printing of question papers in the printing press, its storage and its transportation. A big network of exam mafia is working in Bihar. Their business is worth several hundred crores of rupees.

A big network of exam mafia is working in Bihar. Coaching experts and police sources told Bhaskar that earlier their business was of 200-300 crores, which has now increased to more than 500 crores. The mafia makes candidates appear in the exam according to the exam and post and is making the question paper available to them before the exam.

When did the papers get leaked?

In 2017, the constable recruitment exam paper got leaked. After this, the exam had to be cancelled. In this entire case, an FIR was filed against 21 people including two scholars.

The question paper of Bihar Police Recruitment Exam was leaked in 2019 and 2021. In this case, the EOU had arrested the mastermind Rajesh Kumar, a resident of Bhagalpur and assistant in the Agriculture Department.

The paper of Bihar Excise Department was leaked in 2021-22. EOU is investigating this matter.

In 2022, the BPSC 67th PT paper was leaked. This case is also being investigated by the EOU. A chargesheet has been filed against 21 people in this case.

The paper of the Central Selection Board examination was leaked in 2023. A charge sheet has been filed against 17 people in this case.

The question paper of Amin recruitment exam was leaked in 2023. After this the exam was cancelled. Investigation of this matter is also going on.

NEET paper was leaked in 2024. There was a demand to cancel the paper. But it was not cancelled. 13 people were arrested in this case. Then when CBI started the investigation, 67 people were arrested.

The BPSC teacher recruitment paper was leaked in 2024. So far 285 accused have been arrested in this case. Charge sheet was filed against 25 people.

In 2024 itself, the paper of the online examination of Bihar State Health Society, CHO Health Department Community Health Officer was also leaked. A total of 36 accused have been arrested and sent to judicial custody.

Giving information, Manavjit Singh Dhillon said that 10 paper leak cases have been investigated since 2012. 545 accused have been arrested in this, out of which chargesheet has been filed against 249 accused.

EOU is searching for answers to these critical questions”

  1. How did candidates manage to bring mobile phones into the exam center despite strict rules, and how were photos of the question paper taken?
  2. From which phone was the paper first posted to make it viral?
  3. Was there a manager already present at any exam center? How did the transaction happen?
  4. Who are the people involved in the paper leak conspiracy, and how many individuals are part of it?
