SCO Summit 2025: India achieved a major diplomatic victory on the global stage during the Shanghai Cooperation Organisation (SCO) Summit in Beijing, as member countries strongly condemned the terrorist attack in Pahalgam, Jammu and Kashmir. What makes this moment significant is that the declaration came in the presence of Pakistan’s Prime Minister Shahbaz Sharif, a country long accused of backing cross-border terrorism.

SCO Summit 2025: Pahalgam Attack Finally Gets Recognition
On April 22, 26 innocent tourists lost their lives in Pahalgam after being brutally attacked by Pakistan-backed terrorists. While India raised the issue earlier at SCO’s Defence Ministers’ meet in June, it was shockingly ignored in the joint declaration. In protest, India refused to sign that statement. This time, however, things changed.
The Beijing declaration explicitly stated that it is necessary to punish not just the terrorists but also those who organized and supported the Pahalgam attack. This marked a strong acknowledgment of India’s concerns and a firm step against countries that provide safe havens to terror groups.
SCO Summit 2025: PM Modi’s Strong Words on Terrorism
Addressing the SCO Summit, Prime Minister Narendra Modi did not mince words. He described terrorism as one of the biggest threats to global peace and security, saying that India has suffered its worst forms of terrorism for over four decades. Referring to the Pahalgam massacre, Modi called it a glaring example of why terrorism must be confronted collectively.
Modi also questioned why the international community still allows some countries to openly support terrorism. Without naming Pakistan, his message was clear: states that sponsor or shield terror groups cannot be treated as normal global actors.
Tense Moments with Pakistan PM Shahbaz Sharif
One of the most discussed visuals from the SCO was the interaction on stage. While Modi and Russian President Vladimir Putin exchanged warm gestures and had a one-hour private conversation in Putin’s luxury Aurus limousine, Pakistan PM Shahbaz Sharif was seen standing awkwardly next to them. Photos of Modi and Putin smiling and talking while Sharif looked on went viral on social media, fueling discussions about Pakistan’s growing isolation in global forums.
SCO’s United Stand on Terrorism
The condemnation of terrorism in the SCO declaration is a diplomatic win for India. It not only puts pressure on Pakistan but also sets a precedent for future global cooperation against terrorism. China, a close ally of Pakistan, also signed on to this declaration, which is being seen as a strategic shift.
SCO Summit 2025: Modi-Putin Friendship in Spotlight

Beyond the terrorism issue, another highlight was the Modi-Putin meeting. The two leaders held a private one-hour discussion inside Putin’s car and later a formal bilateral meeting lasting 40 minutes. Topics included the Ukraine war, new Russian investments in India, and strengthening India-Russia relations.
Putin praised the SCO as a platform that unites countries of the Global South and East, while Modi reiterated that India and Russia must stand shoulder-to-shoulder even in difficult times. He also reminded Putin that 140 crore Indians are eagerly waiting for him at the upcoming India-Russia summit in December.
Pakistan’s Frustrated Response
During his speech, Pakistan’s PM Shahbaz Sharif attempted to shift the focus by speaking about regional peace, floods in Pakistan, and the Indus Water Treaty. He targeted India indirectly by criticizing the suspension of the water treaty in May. However, his statements failed to make an impact, as the spotlight remained on terrorism and India’s firm stand.

India’s success at the SCO Summit is more than just symbolic—it shows how persistent diplomacy can pay off. For years, Pakistan tried to internationalize Kashmir while deflecting blame for terrorism. But this time, the global community stood with India. The condemnation of the Pahalgam attack in Pakistan PM’s presence sends a strong message: terrorism is no longer a tool that can be justified or ignored. With Modi securing both diplomatic recognition and stronger partnerships with Russia, India has set the tone for a more assertive foreign policy in the times ahead.
