Raipur: On the eve of Independence Day, the Chhattisgarh government has decided to take a significant humanitarian and reformative step. A total of 101 life convicts serving sentences in the state’s five central jails will be released prematurely on August 14. The prison administration selected these inmates based on their good conduct, disciplined behavior, inclination towards reform, and reports received from the district administration. This action is being taken in accordance with the state government’s premature release policy and the Prison Act. Officials state that the case of each inmate underwent a detailed review prior to release to ensure that their freedom would not adversely affect law and order or social harmony.
According to the Prison Department, the highest number of life convicts—48—will be released from Central Jail Bilaspur this year. Additionally, 20 inmates from Central Jail Raipur, 16 from Central Jail Durg, 9 from Central Jail Jagdalpur, and 8 from Central Jail Ambikapur will benefit from this release. All these inmates have met the prescribed criteria for premature release. Officials explained that the decision to grant premature release to a life convict is not based solely on the duration of the sentence served; rather, several crucial aspects undergo rigorous evaluation. Factors such as prison discipline, behavior towards fellow inmates and staff, a reformative mindset, rehabilitation prospects, and the likelihood of reoffending are taken into account. A prisoner’s name is included in the premature release list only after a thorough examination of all these aspects.
The role of the concerned district’s Collector and Superintendent of Police (SP) is also pivotal in the release process. The prison administration obtains detailed reports from the district administration regarding each eligible inmate. These reports assess whether the inmate’s release could potentially have a negative impact on local law and order, social harmony, or public safety. If an adverse report is received in any case, the inmate is not granted the benefit of premature release. Prison department officials state that the objective of the premature release policy is not merely to grant relief in sentencing, but also to provide an opportunity for dignified reintegration into society to those prisoners who have brought about positive changes in their behavior and mindset while incarcerated. The core aim of the correctional justice system is to enable offenders to return to the mainstream of society alongside punishing them. Chhattisgarh has a long-standing tradition of granting premature release to eligible prisoners on national occasions such as Independence Day and Republic Day. Under this process, only those prisoners are selected who have consistently maintained good conduct in prison and are believed likely to strive for a normal life after release.
