CBFC New Guidelines: Following the reconstitution of the Central Board of Film Certification (CBFC), the Government of India has issued new guidelines regarding film certification. Recently, 18 new members were appointed to the CBFC, including prominent names such as Pankaj Tripathi, Suniel Shetty, Preity Zinta, and Rupali Ganguly. Now, the Ministry of Information and Broadcasting has also amended the rules governing film certification.
The new guidelines introduce specific provisions regarding the depiction of drug use, violence, crime, and other sensitive subjects in films. According to the Ministry, film content must be responsible and aligned with societal values and standards. These new guidelines will replace the older directives issued in December 1991.
Mandatory Warnings for Scenes Involving Drugs
One of the most significant changes in the new guidelines concerns scenes involving narcotic and psychotropic substances. If a film depicts the consumption, use, or trafficking of drugs, it will be mandatory to display a prescribed legal warning alongside the relevant scenes.
This warning will provide information regarding the health hazards associated with narcotics and the legal penalties involved. The objective is to prevent the portrayal of drug use in films as something normal or glamorous.
Age-Based Ratings: UA 7+, UA 13+, and UA 16+ Included
The new guidelines also clarify the age-based film certification system. Films can now be certified under categories such as U, UA 7+, UA 13+, UA 16+, A, and S.
The age-based UA categories were introduced into the certification system through an amendment to the Cinematograph Act in 2025. The new guidelines formally incorporate these categories into the certification framework.
Rules on Depicting Violence and Crime
The new guidelines also lay down directives regarding the portrayal of subjects such as violence, crime, and substance abuse. The guidelines emphasize avoiding the presentation of anti-social activities or violence in a manner that makes them appear attractive, justified, or glorified.
Furthermore, there is an emphasis on handling scenes involving child abuse, cruelty to animals, and persons with disabilities with sensitivity. Including such scenes without proper context or necessity may be subject to objection.
Focus on issues ranging from sexual violence to national security
The new guidelines also address sensitive issues such as sexual violence, communalism, anti-national activities, public order, and national security.
It is stipulated that during the film certification process, rather than viewing a single scene in isolation, the context of the entire film, the scene’s place in the narrative, its duration, and prevailing social norms must be taken into account.
Guidelines revised after three decades
These new film certification guidelines have been issued after a gap of more than three decades. While retaining many core principles of the previous guidelines, new provisions have been added to align with contemporary times and the evolved certification system.
The objective of the new system is to bring greater clarity to the film certification process based on age, content, and sensitive subject matter.
