CG Open Jail: A new initiative regarding prison reform and the rehabilitation of inmates has been launched in Chhattisgarh. Himanshu Gupta, Director General (Prisons), formally inaugurated the state’s first open correctional institution (open jail) at Durg Central Jail. Prison officials, staff—including Jail Superintendent Manish Sambhakar—and inmates were present at the event.
Under this system, inmates who demonstrate good conduct and meet specific eligibility criteria will be given the opportunity to work in a controlled manner, distinct from the standard prison regime. Currently, arrangements have been made to accommodate 30 inmates in the open jail.
Out for work in the morning; must return by 6 PM
According to the prison administration, selected inmates will be permitted to leave the prison premises in the morning for designated work. After working during the day, it will be mandatory for them to return to the prison by 6 PM. Initially, nine inmates will be granted permission to leave the prison for work.
Jail Superintendent Manish Sambhakar stated that the objective of this initiative is to foster a sense of responsibility and discipline among inmates, rather than confining them solely within the prison walls. Through this, efforts will be made to help inmates with good conduct connect with the mainstream of society and prepare them to return to a normal life upon their release.
Selection based on eligibility and good conduct
Not all inmates will gain direct entry into the open jail; selection will be based on established eligibility criteria and the inmates’ conduct. Selected inmates will have the opportunity to work under controlled conditions, enabling them to cultivate the habit of working responsibly.
The prison administration believes that such opportunities can bring about positive changes in the inmates’ behavior and assist them in reintegrating into society after their release.
System established within the existing prison complex
A notable feature is that no separate new complex has been constructed for the open correctional institution; the system has been developed by utilizing the existing infrastructure at Durg Central Jail.
Currently, there are approximately 2,406 inmates at Durg Central Jail. In this context, this initiative by the prison administration has been launched as a new system aimed at the reformation, discipline, and rehabilitation of inmates. The emphasis is on preparing eligible inmates for a normal social life in the future by providing them with the opportunity to work in a controlled environment.
