Chhattisgarh Open Jail: Open jail for 200 inmates ready in Chhattisgarh; government implements new rules.

Chhattisgarh Open Jail: The government has taken a significant step to address prison overcrowding and facilitate the rehabilitation of long-term inmates in Chhattisgarh. An open jail with a capacity for 200 inmates has been constructed in Patharra village, Bemetara district. The state government formally established this open jail through a notification issued on July 14, 2026. The ‘Chhattisgarh Open Jail (Operation and Management) Rules, 2026’ have also been implemented to govern its operations and management.

Open Jail Rules 2026: New rules effective from August 13

The government notified the rules regarding the operation and management of the open jail on August 13, 2026. With the implementation of these rules, the path is now clear for the operation of the newly constructed open jail in Patharra. Arrangements will be made to provide eligible inmates with a more open and reformative environment compared to standard prisons.

Process accelerated following High Court initiative

The High Court played a pivotal role in the initiative to establish open jails in Chhattisgarh. Taking suo motu cognizance based on data regarding prison conditions, the High Court treated the matter as a Public Interest Litigation (PIL). The data revealed a critical situation of overcrowding in the prisons. While the total capacity of the state’s prisons is 15,485, they currently house approximately 19,476 inmates—meaning there are 3,991 inmates in excess of the capacity. Consequently, the open jail is viewed as a significant step towards reducing overcrowding and rehabilitating eligible inmates.

340 inmates serving sentences exceeding 20 years

According to data presented to the High Court, there are 340 convicted inmates in the state’s prisons who have been sentenced to more than 20 years and whose appeals have been dismissed up to the Supreme Court level. Additionally, there are 1,843 inmates possessing skills such as carpentry, plumbing, painting, gardening, and farming. Meanwhile, there are also 504 elderly inmates in the prisons. Instances of four inmates attempting to escape have also been reported. Given these circumstances, there has long been a felt need for a system based on reform, employment, and rehabilitation for such inmates.

82 Children Also Residing in Prisons

Data also reveals that 82 children are living within the prison premises alongside female inmates. The objective of promoting open prisons and correctional systems is not merely to reduce prison overcrowding but also to integrate inmates into the social mainstream and strengthen prospects for their rehabilitation. With the rules for operating the 200-capacity open prison at Patharra now in place, the process for its actual functioning is expected to move forward.
