Every ‘Lal Dora’ property in Delhi to be digitized; ownership rights to be verified via QR code.

Delhi SVAMITVA Scheme: Residents of Delhi’s rural areas and ‘Lal Dora’ zones previously faced numerous difficulties—such as proving ownership, securing bank loans, and handling administrative tasks—due to the lack of organized and authentic digital records for their properties. However, the Delhi government is now set to provide a permanent solution to this issue through technology-driven good governance. A review meeting of the Revenue Department, chaired by the Chief Minister, assessed the progress of the Central Government’s SVAMITVA Scheme. Under this initiative, every property in Delhi’s Lal Dora areas will have a digital record, and residents will be issued a ‘Smart Property Card’ featuring a QR code. This digital move is expected to grant Lal Dora residents legal and transparent rights over their properties, thereby effectively curbing fraud and property-related disputes in the future.

48 Villages Being Included in the Scheme

During the meeting, the Chief Minister stated that work on the scheme is proceeding rapidly in collaboration with the Survey of India. Currently, 48 villages have been included in the scheme; aerial and ground surveys have been completed for 30 of these, and final property cards have been prepared. A total of 12,232 properties (polygons) have been surveyed so far. Of these, 8,423 properties—approximately 69%—were found to be completely free of disputes, and the process of issuing smart cards for them is in the final stage. It was noted that 100% of the surveyed properties in the South and North-West districts were found to be dispute-free.

Process Completed in 7 Stages

The SVAMITVA scheme is not limited merely to the preparation of paper documents; rather, it is based on a state-of-the-art, seven-stage digital system. Before implementing the scheme, the Delhi government endeavored to ensure transparency by adopting the process outlined below.
