New Rules From October 1st: With the start of October, changes to several important rules have come into effect. The government and relevant departments periodically amend regulations, which can directly impact the daily needs and financial transactions of the general public. Changes regarding LPG subsidies, Fixed Deposits (FDs), birth and death registration, and commercial LPG cylinder prices have also been introduced starting October 1, 2026.
It is important to be aware of these changes to avoid any future inconvenience. Let us look at the rules and prices that have changed from October 1st.
Changes to LPG Subsidy Rules
Rules regarding LPG subsidies have changed effective October 1, 2026. Biometric Aadhaar Authentication (BAA) has now become mandatory for customers wishing to avail themselves of the subsidy benefit.
LPG customers who have not yet completed their BAA must do so. However, failing to complete the BAA does not mean the customer will stop receiving LPG cylinders.
Customers will still be able to purchase LPG cylinders without BAA, but they may have to buy them at the prevailing market price and will not receive the subsidy benefit.
According to the government, BAA will help ensure that LPG subsidy benefits reach eligible customers. It is also expected to help curb the misuse of domestic LPG.
Changes to FD Rules
Rules regarding Fixed Deposits (FDs) have also changed starting October 1, 2026. The Reserve Bank of India (RBI) has raised the threshold for bulk deposits from ₹2 crore to ₹3 crore.
Now, FDs of ₹3 crore or more will be classified as bulk deposits. Banks can determine specific interest rates for such deposits based on their requirements and applicable regulations.
Additionally, measures have been introduced to enhance transparency regarding FD interest rates. Banks are required to update their applicable interest rates on their websites by 10:00 AM on every working day. A grace period of 10 minutes has been allowed for this, meaning the rates must be available on the website by 10:10 AM.
A provision has also been introduced to ensure that the same interest rate applies across all bank branches for Fixed Deposits (FDs) opened for the same amount and tenure on the same date.
Changes in Birth and Death Registration Rules
Revised rules regarding the registration of births and deaths have also come into effect from October 1, 2026.
Under the new provisions, if the registration of a birth or death is delayed by more than two years, an order from a Judicial Magistrate of the First Class will be mandatory for the registration process.
Details regarding this have been provided in a gazette notification issued by the Registrar General of India. These provisions have been implemented following the approval of the amendment legislation by both Houses of Parliament and the President’s assent.
Commercial LPG Cylinders Become Costlier
Prices of commercial LPG cylinders have also increased effective October 1. Oil companies have raised the price of 19-kg commercial LPG cylinders by more than ₹70.
However, the new price of commercial LPG may vary across cities depending on taxes and local pricing factors. Consequently, the final price of the cylinder may differ from city to city following the hike.
These changes are likely to impact customers receiving LPG subsidies, bank customers opening FDs, and business owners who use commercial LPG.
