Traffic Challan Alert: Negligence in paying traffic challans could prove costly in the near future. The Central Government has released draft rules proposing amendments to the Central Motor Vehicles Rules. Under the new proposal, if an e-challan remains unpaid and unchallenged beyond the stipulated timeframe, the vehicle owner could be denied access to various services linked to their driving license (DL) and registration certificate (RC). However, these are currently only draft rules and have not yet become law.
What happens if the challan is not paid?
According to the proposal by the Ministry of Road Transport and Highways, once an e-challan is finalized and remains unpaid, the vehicle’s registration record will be marked with a “Not to be Transacted” tag. This means the vehicle owner will be unable to avail of services related to the RC or driving license—such as renewals or other Transport Department procedures—until the outstanding challan is paid. Additionally, the vehicle owner or license holder will be notified of the pending challan via digital alerts.
Will the vehicle be impounded?
The draft rules do not explicitly mention vehicle impoundment. However, if an individual repeatedly violates rules and continues to drive despite having pending challans, strict action could be taken against them. In such cases, the situation could escalate to the point where the vehicle is impounded.
In which cases will the rule not apply?
The government has clarified that this rule will not apply if a challan case is pending before a court or any other competent legal authority. Furthermore, vehicle owners will still be able to pay their vehicle tax despite having pending challans.
Online hearings and timeframes
Under the proposed rules, all state governments must establish an online system for the disposal of traffic challan cases within six months of the rules coming into effect. This system will include provisions for hearings via video conferencing.
Officials will be required to deliver a verdict within 30 days of the hearing’s conclusion. If an appeal is filed, it must also be resolved within 30 days. Officials who fail to adhere to the stipulated timeframe may face a fine ranging from ₹5,000 to ₹10,000.
Strict action against repeat offenders
Under the new draft rules, records of electronic traffic warnings will also be maintained. If an individual violates traffic rules again in the future, any prior warnings issued to them will be taken into account. Additionally, a process will be introduced to cancel the registration of vehicles online if they have been scrapped, completely damaged, or exported abroad.

Click on the ‘Check Challan Status’ option.
Enter the challan number, vehicle number, or driving license number.
Enter the CAPTCHA and click on ‘Get Details’.
Once the pending challan appears, click on ‘Pay Now’.
Complete the OTP verification.
Make the online payment and download or save the receipt.
