Bilaspur: The High Court has upheld the policy regarding the rationalization of teachers and schools in Chhattisgarh’s government schools. The Court dismissed all 24+ petitions challenging this policy, including those filed by the Chhattisgarh Vidyalayin Shikshak Karamchari Sangh and teachers from across the state.
In its verdict, the single bench of Justice Bibhu Datta Guru stated that the government’s move to rectify the irrational or uneven distribution of teachers across schools is in the public interest. It is worth noting that there is a shortage of teachers in schools—particularly those with no teachers or only a single teacher—located in the state’s rural and remote areas. Consequently, the rationalization of 16,165 teachers and principals was undertaken.
Under this process, a total of 10,463 schools in the state underwent rationalization; this primarily involved 10,297 schools operating within the same campus—a move that had been challenged in the High Court. After hearing all parties, the Court observed that transfers and postings fall entirely within the government’s administrative jurisdiction and that no government employee possesses a constitutional or legal right to remain stationed at a single location indefinitely. With this observation, the Court dismissed all the petitions filed by the teachers’ association and individual teachers from across the state.
