CG Land Use Rules: Land use regulations in Chhattisgarh have changed, and the ‘negative list’ model has been implemented; here are the benefits for the general public.

CG Land Use Rules: The Chhattisgarh government has taken a significant step towards boosting business, creating an investment-friendly environment, and simplifying land-use procedures in the state. Under this initiative, the Chhattisgarh Land Development Rules, 1984, have been amended to implement a ‘negative list’ model. The objective of this new system is to make land-use regulations simpler and clearer, thereby relieving the general public, business owners, and investors from unnecessary procedural hurdles.

Under the new system, a list of restricted activities will be defined for each category of land. Furthermore, there will be greater flexibility in the approval process for other activities. The state government has introduced these changes in alignment with efforts to reduce compliance burdens and improve urban planning, as advocated by the central government.

Essential Facilities in Residential and Commercial Areas

According to the amended rules, facilities such as hospitals, schools, and offices are now permitted in residential and commercial zones. This will help provide residents with access to essential education, healthcare, and employment-related facilities in their immediate vicinity.

This change could reduce the need to travel long distances for daily activities. Additionally, it is expected to help alleviate traffic congestion and commuting pressure within cities.

However, keeping environmental and public health concerns in mind, provisions have been made to keep polluting industries away from residential and mixed-use zones.

Housing Facilities for Workers in Industrial Areas

The state government has also prioritized the needs of employees and workers in industrial areas within the amended rules. Under the new provisions, facilities such as hostels, dormitories, and worker housing have been included in the list of permitted activities within industrial zones.

This move could facilitate the development of housing arrangements for employees near industrial units. Moreover, providing housing close to the workplace could reduce the time workers spend on daily commuting. ₹885 Crore Received for Urban Planning Reforms

Chhattisgarh has received a total of ₹885 crore in assistance over two financial years under the Central Government’s special assistance scheme for urban planning reforms. This amount comprises ₹800 crore for the 2024-25 financial year and ₹85 crore for the 2025-26 financial year.

According to the state government, amending land-use regulations is part of this comprehensive reform process. Apart from Chhattisgarh, several other states—including Tripura, Madhya Pradesh, and Rajasthan—have also adopted the ‘negative list’ model.

Boost to Investment and Business

Officials from the Housing and Environment Department state that land-use requirements in cities are constantly evolving due to rapid urbanization and the expansion of economic activities. In this context, it is crucial to provide essential amenities in residential areas, promote commercial activities, and develop better facilities for workers in industrial zones.

The government expects the new system to bring clarity to land-use regulations and reduce procedural complexities. This will not only facilitate operations for businesses and investors but also create new opportunities for the expansion of residential, commercial, and industrial activities.
