Letter issued on October 7
The Under Secretary of the Tribal Development Department issued a letter (No. 7464) on October 7, 2026, directing the concerned officials to ensure compliance with departmental guidelines. The letter notes that administrative operations are being hampered by the arbitrary changing of charges held by departmental officers and the failure to assign responsibilities even after they have assumed office.

According to the department, such situations led to several court cases last year, which adversely affected the department’s image. In light of these issues, emphasis has been placed on ensuring adherence to the established protocols.

These posts are crucial for the implementation of development schemes
The department has highlighted the administrative importance of the posts of Assistant Commissioner (Tribal Development) and Janpad Panchayat CEO. The responsibilities of these officers include preparing annual action plans, implementing development schemes, supervising construction work, and coordinating proposals from Gram Panchayats.

Therefore, it is essential to follow departmental protocols and previously issued directives when assigning charges for these posts.

Monitoring compliance in Korba and other districts
Instances of assigning the charge of Janpad Panchayat CEO to Development Extension Officers have been observed in major districts like Korba. In light of the department’s new directives, the situation is being closely monitored for potential changes to the administrative setup in the concerned districts.

However, the actual course of action regarding the assignment of charges will become clear only after the directives are implemented and the existing system is reviewed in the respective districts. For now, the department has instructed all concerned officials to ensure compliance with the circular dated April 11, 2025.
